Sura al-Isrāʾ 17:95

قُل لَّوْ كَانَ فِى ٱلْأَرْضِ مَلَٰٓئِكَةٌ يَمْشُونَ مُطْمَئِنِّينَ لَنَزَّلْنَا عَلَيْهِم مِّنَ ٱلسَّمَآءِ مَلَكًا رَّسُولًا

qul law kāna fī l-arḍi malāʾikatun yamshūna muṭmaʾinnīna la-nazzalnā ʿalayhim mina l-samāʾi malakan rrasūlan

Say, "If there were settled, on earth, angels walking about in peace and quiet, We should certainly have sent them down from the heavens an angel for a messenger."
