Sura al-Ḥajj 22:25

إِنَّ ٱلَّذِينَ كَفَرُوا۟ وَيَصُدُّونَ عَن سَبِيلِ ٱللَّـهِ وَٱلْمَسْجِدِ ٱلْحَرَامِ ٱلَّذِى جَعَلْنَٰهُ لِلنَّاسِ سَوَآءً ٱلْعَٰكِفُ فِيهِ وَٱلْبَادِ وَمَن يُرِدْ فِيهِ بِإِلْحَادٍۭ بِظُلْمٍ نُّذِقْهُ مِنْ عَذَابٍ أَلِيمٍ

inna lladhīna kafarū wa-yaṣuddūna ʿan sabīli allāhi wa-l-masjidi l-ḥarāmi alladhī jaʿalnāhu lil-nāsi sawāʾan l-ʿākifu fīhi wa-l-bādi wa-man yurid fīhi bi-ilḥādin bi-ẓulmin nnudhiqhu min ʿadhābin alīmin

As to those who have rejected (Allah), and would keep back (men) from the Way of Allah, and from the Sacred Mosque, which We have made (open) to (all) men - equal is the dweller there and the visitor from the country - and any whose purpose therein is profanity or wrong-doing - them will We cause to taste of a most Grievous Penalty.
