Sura al-Isrāʾ 17:33

وَلَا تَقْتُلُوا۟ ٱلنَّفْسَ ٱلَّتِى حَرَّمَ ٱللَّـهُ إِلَّا بِٱلْحَقِّ وَمَن قُتِلَ مَظْلُومًا فَقَدْ جَعَلْنَا لِوَلِيِّهِۦ سُلْطَٰنًا فَلَا يُسْرِف فِّى ٱلْقَتْلِ إِنَّهُۥ كَانَ مَنصُورًا

wa-lā taqtulū l-nafsa allatī ḥarrama allāhu illā bil-ḥaqqi wa-man qutila maẓlūman fa-qad jaʿalnā li-waliyyihi sulṭānan fa-lā yusrif fī l-qatli innahu kāna manṣūran

Nor take life - which Allah has made sacred - except for just cause. And if anyone is slain wrongfully, we have given his heir authority (to demand qisas or to forgive): but let him not exceed bounds in the matter of taking life; for he is helped (by the Law).
